I know that this is technically not a lottery question, it's about PCH Sweepstakes bankruptcy .
A mortgagee doesn't even have to be current on their mortgage. If the borrower is current, the bank wouldn't initiate a foreclosure. Why would they? They don't want the house. They want the principle and interest payments.
Bankruptcy protects the borrower by putting a bankruptcy court between the borrower and their creditors. As long as a judge is between the bank and the borrower, the bank can't foreclose on the home.
After the bankruptcy is filed, the court will require the borrower

Circle K asks judge to delay expiration date for $12.8 million Arizona Lottery jackpot amid dispute
That will be an interesting outcome but I doubt it.
Circle K must file proper motions in court to secure an injunctive order of the court that blocks actual delivery of funds to the clerk because the clerk had used a non salable property of Circle K to secure the funds and the financial property must be forfeited to Circle K.
If the clerk can file before the expiration date I believe he will move for that action than let the ticket expire altogether.
If the ticket expires, Circle K c

Florida convenience store manager arrested for stealing over $300,000 in lottery tickets
He would first have to have his work visa or green card cancelled in immigration court. This would normally be done while he is in jail on state charges. But of course our lovely administration has a shoot first, ask questions later attitude where they lock up anyone and worry about due process later.

$1.7 BILLION: Will Powerball create a Christmas billionaire?
No doubt the bank would have to get a court order to open your safety box. Mine has two sets of keys, one they open and me with the secondary key. Ironically sig other lost their key and one day a locksmith was in there. Bank asked if he could make a copy of my key=yes. Ran to the store to buy him a lotto ticket for doing something he didn't have to.

Can her lawyer appeal to a higher court? There is no excuse for this. She bought her ticket legally and won. Pay her with interest.

Circle K asks judge to delay expiration date for $12.8 million Arizona Lottery jackpot amid dispute
Is it even possible that the judge has the authority to ...
What does authority mean? Even a town justice has extremely broad authority until a higher court (or the state board of judicial conduct) steps in. The judge can certainly order the lottery to extend the claim period but the lottery can appeal and potentially have a higher court allow them to follow their usual rules almost as soon as the ink is dry on the lower court's order. I doubt the lottery has the ability to extend the claim
