Filings say Gawlitza clocked out, removed his company uniform, and bought some of the tickets from another employee for $10, after which he signed the back of the ticket worth $12.8 million.
Very Smart on his part. Most likely a policy that you can not purchase lottery tickets while on duty. I am rooting for Robert on this one hope he prevails.

Heads up for users of the PA lottery mobile app.
Update on the PA Lottery app. Bought 2 of the new $5 100 Blowouts yesterday and the app said TAKE TICKET TO RETAILER even though they looked like losers. So I took them to the the place I bought them and asked the clerk about it. She said I was third person this morning to ask that question. Apparently the app doesn't like the new scratchers and says TAKE TO RETAILER whether they are winners or losers. Older tickets aren't affected just the ones that came out this week. Way to go, PA!

New Jersey Lottery proposes rules regulating courier services to allow them to operate
I think this is New Jersey's way of allowing online sales without weakening the retailer model. You can see in the story that they are even forcing couriers to maintain their designated lottery terminal within a traditional retailer's premises.
For states that have too powerful of a retailer lobby, this is a good way to go. Banning is bad and unnecessary.
