Turn a Lottery Post loser into a Powerball Winner
I don't feel anyone really got the meaning of this post - obviously by eliminating numbers or groups of numbers - you narrow down your pool - increasing your odds of trapping the right number when it falls within the restraints. While at the same time assuring you won't hit when it fails to fall within the restraints.
But the real point was to examine how it's possible to decrease the number playable combinations, while also increasing the odds someone from a group would hit the right number.

HHH or TTT -- same side showing up 3 times in a row
HHT or TTH
HTH or THT
THH or HTT
The odds of a fair coin showing the same side three times in a row are 2 in 8, or 25%.
Two more flips (total of five) brings the odds to 2 in 32 (6.25%, which is less than 10%) of showing the same side 5 times in a row.

You are assuming that of those 17,571 people buying 100 tickets each there are no duplicates. You can't assume anything in lotto.

If a seller goes out of business the lottery claims all their equipment any moneys due to them they may reimburse the seller for unsold lottery tickets to clear their debt with them. Stores that sell lottery enter into a partnership with the lottery for ticket sales.

Harry Reid pushing to legalize online poker for American casinos, horse tracks
Bush had signed a law making transfers from banks to online gambling sites illegal. I am supposing that Reid is mainly interested in getting these casinos online because its what they want and if he wants their support this is a good way to get it.
It would be good for anyone who wanted to play online because of not only the ease of it but because you can get better odds. Lets face it the pay lines that the states are using are obscene, they really should be paying out more given the odds.
