Went public too soon?
I am inclined to go with the slim and null concept. Some one finding a way to steal the guys ticket, after all the publicity and hoopalah, in a small down, JUST for the purpose of ensuring they did NOT get the money. Slim and Null! Security procedures - booh! There have been several documented cases where tickets have been lost and the peoeple still got their prizes. This the the lottery, not Hanzel Gretel. Official gets 8 years at home for rigging lottery
'Foreman, a retired Indianapolis Police Department sergeant, resigned from his $52,800-a-year lottery job in September 2004.'
This may have been the very reason why the sentence was light ..because he was a civil servant to begin with prior to his lottery security position. Besides that, he was 62 years old. He made a mistake and he knew it. A little bit of greed must of kicked in as he got closer to retirement.

A judge sentenced a former Hoosier Lottery security official to eight years of home detention for revealing to two men the store where they could buy a winning $1 million scratch-off ticket.
What's eight years of home detention? Watching T.V., working in the garden, enjoying retirement? Things he was planning to do anyway if those other two crooks had given him his share of the loot.

Not all Retailers Pay Out to $599
the machine does not give change so instead it will print you a voucher which is similar to a lottery ticket with the bar code at the bottom and an amount printed on it...you can then take that voucher and try to cash it somewhere else (same as a winning ticket)...I seriously doubt that they will make a machine that gives out cash...there are security issues associated with that and also technology issues which translates into costs for them...also if you are cashing a big amount (say $400) try

My Dad is 82 and was in the hospital the day of the super bowl and all he could think about was going back to work by friday!!!!! and he did...LOl !!!!!! gotta love the man...security guard out in Ariz...works 50 to 60 hours a week....won't listen to me.....

I saw a program a couple months ago that suggested NO is under martial law, that the National Guard is providing policing and security. If that's true, that's an unacceptable situation. They need help!

NC pre-test drawings
It is logical to assume that all drawings regardless of type rng or balls use pre test draws. This is a security measure and is done in all US state lottery's.
They don just grab a set of balls and dump them in a machine without a whole series of measurements and tests. It can take up to 4 hrs to prepare everything for one or two drawings. Midday and evening.
