This statement doesn't give me a warm, fuzzy feeling for some reason. Every time I see where they talk about their high moral standards and integrity, I get suspicious. When dealing with numbers, especially with such a limited range (000 through 999) one can expect some of the most unusual groupings to occur. However, all of our Florida Lottery drawings are held to the highest security standards and are audited by an independent external auditor.

Here you go: If you have video surveillance of said lottery people, take the recording to a safe deposit box (of course make copies). A simple subpeona for lottery employee, contractors, etc. records to identify who these people are and you have hit the jackpot! There are so many problems (privacy laws that have been broken) with what you say has happened, you can't lose. This case does not prove anything about fraud. Mistakes can happen. Fraud is more difficult. And you have to be careful not to believe everything you read in the newspaper. Any competent lab running tests would certainly have found the no repeat problem. But you are right, complacency is always a problem and must be accounted for in any security plan.
