How do you figure he implied that buying two tickets covers half of the total combinations? He didn't even say anything about the number of combinations. He's talking about the ratio of the possible combinations to the number of combinations you have tickets for. The ratio is what determines your odds.
Let's use pick 3 so I can type shorter numbers. With 1 ticket your odds are 1 in 1000. Buy a second ticket and your odds are 2 in 1000. Since 2 in 1000 is a ratio it's the same as 1 in 500.

Welcome. You are certainly a breath of fresh air- therre are people here who sincerely believe purchasing two tickets instead of one cuts the odds in half.
There is such a things as odds vs 'money odds'. Take a crap table where the 2 pays double and the 12 pays triple in the field.

Florida Raffle Ticket Sales Booming
There are a couple of other threads on this raffle. I was about to purchase 1 or 2 tickets, but that's a lot to blow. Looking at the odds, I guess there is a much greater chance of winning the top prize than the 6/53 game, but look at all the people who buy Fantasy 5 tickets and never win the top prize. Those odds are 1:376,000. So why are the odds for the raffle so great? If you buy 20 Fantasy 5 tickets, then you've got a 20:376,000 chance of winning. The odds for the raffle are 1:125,000

The easy formula is to look at powerball.com, and click on how to play and then the 9 ways to win link to find the odds. Not that it's a big difference, but it's pretty close to 1 in 3.56 million for each ticket.
