Nevermind I was able to scrape up the answer after reading all the fine print. I was right. In the Pennsylvania Lottery s Millionaire Raffle drawing however, the ADM will select winning tickets at random from the tickets sold, and not winning numbers. But that would actually reduce the odds. But for some reason I am willing to bet that all those less than 75,000 tickets are as good as bought.

Maybe the MUSL (Powerball) lotteries could get together for some kind of raffle game. I suppose the different kinds of lottery terminals would be a problem however.

Honestly the powerball does not return crap for me either. So either way is no loss....or actually is. But a shot at a million ($700,000) is still a shot at a million either way. Maybe if I do actually get a decent return from the PB, I will buy a ticket for the raffle.

I'm certain I saw a story earlier this year that said it was illegal to simply posess lottery or raffle tickets in North Carolina although it was an old law which seldom gets enforced.

New Lottery idea
One thing a rule like that would do is stop those out of state players and those casual players who buy tickets and don't check them until they return to buy more tickets. It's almost like selling raffle tickets that requires the winners to be present at the drawing to collect their prize or it given to someone else. RJOh
