You obviously did not read the part about Illinois where people thought they were playing a legitimate lottery, only to find it was a scam. Apparently they only had enough time to play 5 Million comb's only, but from the article looks like the winning ticket was from this syndicate.
BTW, they did change the lottery rules to prevent bulk purchases at lotto terminals, similar to the Mass. Ca$h Winfall scam, that game has actually been discontinued as of 1/23.

I really think the reason for the change is because both big games are available in almost all states now, and before the change they were basically the same game. MUSL does't make more money, directly, due to the increased ticket price. MUSL and the states make more money if there's more revenue, but if you don't want to pay the higher price, Mega Millions has a history of even bigger jackpots (and higher cash values). $2 for a $1 mega millions ticket
You should definitely report this unsavory character to BOTH the store management as well as the the state lottery commission.
With a lot of confusion still out there with the $1 increase for PB, this clerk has been probably been trying to scam and take advantage of most of the lotto customers since 1/15, when the price increase went into effect.
It doesn't sound like much, but throughout a shift they could be pocketing $50-100 that is not being put in the till.

This is exactly what happened with a Hoosier Lottery scratch off ticket scam.
After the job went successfully, one of the guys in on it decided his share wasn't enough for his involvement.
