Although I've not written here about wheeling lottery numbers, if you play just the 14 numbers yet to be drawn in June (listed in the above post) then effectively what you're doing is wheeling those 14 numbers. Essentially what you're saying is I think that the five winning numbers drawn during the very next drawing will come from this group of 14 numbers. That's fine, but if just one winning number drawn does not come from that group of 14, then it's impossible for a player to win a jackpot

More of a nuance to point 1 but how about 'have a budget and plan per draw and stick with it'? PA New Year's Raffle
Not to argue with anyone ... there is NOTHING wrong with the PA Raffle. They have sold 300,000 plus tickets and have all the prizes covered.
