This is correct. Lottery sales actually increase in poor economic conditions. It is a leading indicator of recession. People play when they get desperate mainly scratch tickets and a study in WA showed people spend more proportionately from unemployment checks vs paychecks adjusted for amount.

Part of the reason sales are down for both games would be because of the economy. The cost of so much has increased substantially and there is a lot of job uncertainty. People are naturally being more cautious with discretionary income.
