How much money does this actually save? Couldn't find any docs on the MD lottery site. Common to both methods is the overhead cost of security, and that's probably a lot. The cost of televising the ball drawing is a lot more than producing the cheap animation for the computer RNG. The total costs of devices needed for balls vs computers are probably very similar.
