OpenOffice.org 3 Calc can execute many Excel macros, but (for security reasons) you must manually enable this feature. Choose Tools Options Load/Save VBA Properties and enable the Executable code checkbox
once you enable that you should be able to right click and open with open office

2 found guilty, 1 acquitted in $2 million Hoosier Lottery scam
A Marion County jury has found two of the three persons accused in a $2 million scam involving a bogus winning Hoosier Lottery ticket guilty on multiple counts, while a third defendant was found not guilty.
Found guilty Wednesday were Ashlee Campbell Parsley, 30, and her brother-in-law, Jackie Parsley II, 35.

I want to play the lottery in France.
If you are in France they won't refuse to sell you tickets. Same when I was in Manhattan, they wanted to sell me lottery tickets. They probably will pay wins. The problem is getting it taxed and eventually move the money to the bank account in the country where you are living. I never had a problem moving money from one bank to another. So if you can buy tickets there, then the question is, why wouldn't it be legal to buy tickets there online? One reason might be security with online procedures.
