Ohio Lottery officials exploring other ways to pay winning-ticket holders
The gist of the article is that many retailers don't carry enough cash to pay winners. I suppose most don't want to for security reasons. Also, like the article said, most people use debit and credit cards. That would be the problem.

Would you claim your Jackpot winnings through a Trust or Not?
Can't do it in my state.
If I were to ever win, I'd have to change my identity and move out of the U.S. unfortunately. My state forces winners to have a public picture/video press conference, publishes their full name, street address, date of birth, and social security number.
How's that for lack of privacy?

Yes, I did read about a person who won but who was denied because he couldn't find the ticket. But in a way I agree with them because a person purchasing a ticket doesn't prove it's theirs. He could have been buying it for someone else, for example. I think that's the reason a signature is required because possession doesn't necessarily prove ownership. I don't know how much they have spent in the last 27 years, but it must have been a lot less than 5.9 million.
They would have spent many thousands perhaps, but it was still a fantastic investment.

You ll need to provide the names, addresses, social security numbers, and the gross amount to be distributed to each person.
That's the important part. If the lottery only has one person's name they'll withhold 25% federal taxes in that person's name. The only way to have the taxes credited to multiple people is to give the lottery everybody's name or create some kind of legal entity to collect a single check.

The Colorado Lottery has this for the question on what is the best way to share a prize.
Your bank, attorney or certified financial advisor can give you advice about this option. You can choose to share the tax liability of the prize by having all prize winners complete IRS tax form 5754 that will dictate how to share the liability for certain gambling winnings. How to disperse multi-million dollar winnings?
One of your most important assets would be a good tax attorney and cpa , they would help you navigate the tax code and all of its loop holes.
I personally have decided that I will set a blind trust fund with around 2-5 million for each and they would only get 25k or 75% of the interest generated annually. Texas legislature to consider lottery winner anonymity bill
To recklessly endanger the player by requiring them to release their name should be illegal.
Sooner or later the terrorists will start kidnaping winners for ransom and homeland security will probably tell the relatives not to pay it.
Anonymity should be required.
If the player wants to broadcast their win all over and be a big shot then that would be the players problem.
