That's true, John, but rigging a ball drawing requires the involvement of several people, whereas RNG's can be corrupted by one dishonest individual. Also, it would be difficult, if not impossible, to rig the outcome of mechanical drawings on a consistent basis without some type of evidence being discovered, either by viewers or by honest auditors. That evidence would have to be destroyed after every drawing, and the method must be recreated for each subsequent drawing without alerting anyone

Scratchers strategy
I won't mention the name, but yesterday I was surfing and found this guy who claims that because of his long experience and research, that he found techniques on how to buy scratchers that are the winners.
He claims that through his experience, he knows which stores to go to, and what to ask the clerks, among other ways, which will greatly improve the odds of finding the winning tickets.

The 'logic' involved does not follow how modern banking works. That's the problem people are running into.

Exactly What Kind of Professionals Do I Need?
Well, I kinda doubt that story. After he claimed the prize, he ducked local reporters. Not only did he refuse a press conference, but he had some people out front of the lottery office to distract reporters while he left in a car waiting out the back door so they couldn't even get photographs of him. So instead, the media got ahold of the security tape of when he got the ticket checked, and I don't remember see any girl whirling around with the ticket.

I don't see much difference between these scam artist and the people representing your credit card that call and say they have a free gift for you.
I agree (a little) but I still think you are comparing apples and oranges. I think getting a letter stating you've won a lottery in Canada or Jamaica when you've never been to either country should be a clue. The credit card offers I've gotten are real. This is a scam. If you send the money you will see nothing in return.
Ask yourself...did you enter this lottery? If you did not, then you can not have won it.
Have you even ever heard of this lottery? I know I have never heard of any lottery called the London lottery .
On top of that, no legitimate lottery will require you to send them money before they send you money.
There are many of these scams out there.
