Texas Two Steps
if i sound desperate its because i am. i'v never won on any game so that means that i don't really care which games i should play because none of them have given me a good reason to play them. its just me. tx two step yesterday was won by someone in San Antonio tx. my son lives there but he seldom plays, and no he did not play. i don't know what else to play. the only real reason i play tx. two steps is because it only cost a buck. i am not sure is i stopped playing tx. daily 4 cuz its now two b

A high percentage of ticket using random numbers is a necessity if the lotteries want to offer fixed prizes.

Texas Two Steps
I just counted up results for 2020 2 Step. Out of 45 winners last year, 9 were self picks, 36 were QP's.
20% were self pick. Having said that, I play one ticket usually, and it's my own numbers, but I will play a QP when I play more than one. I had been playing only QP's on all the games until recently. Just wanted to change it up. I don't think it makes that much difference with the odds we're up against.

Powerball/Mega Millions due to their lower-prize payouts. With some of those lower-prize payouts, I'd win more with much better odds playing the 3-ball. I also avoid games where the winning numbers are chosen by random number generator.

Non Jackpot liablity payout. is there one?
Don't know of a liability cap on PB or MM. I do know that the liability limit for Tx AoN is $5 million. That would be 20 winning top prize tickets. The only way I see that happening is if all even or all odd, or the first 12, or last 12 numbers are drawn.
You might consider buy multiple tix with the same numbers but megaply. If you buy 16 tix at $3 each, your cost is $48, and the megaplier is just 2, you win $32 million. If the megaplier is 5, you win $80 million.

Had to dig into the Fla Lottery website, but apparently the Fireball number is one extra digit that is drawn at the time of the regular drawing. You can use the Fireball number to replace any one of your digits, hopefully producing a winner. I guess this is replacing the one-off play type, probably worsening the odds of getting a hit, since the one-off could be one of two numbers on either side of one of your numbers, and was applicable to any of your digits.
