Iowa Lottery security chief bent on determining identity of jackpot winner
The annuity value is what the cash value will buy at the time of the drawing. While the cash value was sitting in the bank waiting for the winner, the annuity value dropped by $2.2 million. The cash value remains the same with the state keeping whatever interest was made. The winner still can decide either option but won't get the same annuity offered two weeks after the drawing.

The winning ticket for a $16.5 million lottery jackpot was turned in Thursday less than two hours before it expired, the head of the Iowa Lottery said.
Lottery officials tried for months to urge the winner to come forward and claim the prize. Iowa Lottery Chief Executive Terry Rich said the reminders worked as we had hoped, and brought in the winner just in time.

The owner of the gas station said that their cameras will only store up to 10 days of security footage. Since the ticket was purchased more than 10 days ago the footage showing the purchase of the ticket is no longer available....
However the clerk who sold the ticket to Tim Davidson did identify him in a photo as the guy he sold the ticket to. He says he remembers him because he is a regular who buys his morning coffee there.

Why doesnt that man who says it was him, tell the store what time he bought the ticket and try to look at the Store's Security camera...
Look, right there, thats me buying the ticket!
Atleast thats what I'd be trying to do if I was certain it was me who stands to lose out on $254 million.

When they proposed Social Security numbers for everybody they promised us the numbers would never be used for identification in anyway - ever.

On a much smaller scale, you'll find 10 percenters at almost every race track in the U.S. They are usually people on Social Security that cash tickets requiring a W2-G form and get 10% or more of the winnings. Their yearly income including the W2-Gs is probably less than $40,000, they pay no state taxes and apparently in Massachusetts, the state tax people keep a list of them.

Whats crazy is that i dont see how ncel gets away with the crap they pull.....
even texas will put up the pre-draws on their website although very late but ncel wont even do that ....i guess that the state of north carolina is so strapped for cash they'll do anything to get the dough.... look for the governor to keep borrowing out of the lotto fund just like the crooked politicians borrowed out of social security all those years in washington.

LOL, how dare this clerk jokingly ask a customer if he will split a potential jackpot! Clearly, she's trying to extort money that this customer will clearly be beholden to sharing with her! I'm sure that security cameras recording the conversation will verify that said customer must indeed share a potential jackpot with said employee, as this constitutes a binding verbal contract!
