Store owner tried to scam woman out of lottery winnings
Well, it appears that the story has progressed into how the customer scams the clerk, or store, and that they must protect themselves from the customer. Hmmmmm, I find this very interesting. Now, I can see where a thief might rob a store and steal a handful off scratch-offs but, this is hardly a scam. It's just outright thieving. Scamming would mean that tickets have been altered to make a losers appear as winners...and getting paid on 'em This would never fly even though it's been attempted. Lo

You know this reminded me of a real cheating draw that happend some years back (15,20 don't know)

in PA. in that one they were trying to make specific #s come out rather than prevent certain #s from coming out,
on a pic3 game the balls were injected w/ some substance to make them heavier, all the balls except the sixes, that is,
the result of the draw was 666, which immediatly made everyone suspicious due to its biblical assoc. w/ evil.
they got caught.

So that there's order instead of chaos; and less chance of fraud. Fraudsters have to work within the deadline instead of having all the time in the world to perfect their scam.
I feel sorry for this man, it must have hit his gut terribly to realize he was not only that close to millions, but that the solution was simple instead of difficult. There are many variations of this scam,it was even used in the tv show, the honeymooners,
2 guys in a park are argueing over their invention that cures baldness,
Ralph Cramden intervenes to stop what appears to be imminent violence,
the disagreement is solved by ralph buying their chemistry kit,
