I think I would set up a revocable trust to claim the prize. The Calif Omnibus says - Under unique conditions, the Director may allow prize winnings to be paid to someone other than a natural person. Disgruntled Lottery Employees Tell Everything!
They might get a wireless adapter at Micro Center for $10 that works for Wi-Fi hot spots. That, by the way, is what the Federal Government promised us. Those numbers would never be used to identify us.

Lottery bill could limit winner's take
I agree with the sentiment, but the government is so intrusive these days, that the list of what we are allowed to do will soon be very short!
I am on Social Security Disability. I spend $2 to $4 a week either Mega Millions or Powerball. This is my only hobby. Should I win; does the government have the right to limit my winnings?

If a winning ticket (In California) is valued over $600.00, the winner is required to sign the ticket. He or she is also required to submit the winning ticket by mail or in person, along with a claim form, to have it processed. I don't quite understand the Anonymous portion of your question. Buying a house with winnings VS financing.
I would purchase a select parcel of land with the winnings, not to exceed $150,000.00. Next i would build my dream house, complete with above/underground secure living. My home would be 100% self sufficient, generate it's own power, gas well, water well, pump systems, ventilation systems, contained life support systems, etc. I would have a security system on my property that would make the White House Blush.
