A good rule of thumb is that when lotteries make changes (even tweaks) to their games they are rarely done to the players' benefit. Using last years' data we would expect about 2 draws a year where the 10x multiplier hits. I personally think it was a mistake for them not to change the 2nd prize in some way. I already didn't like that the second prize with powerplay was capped at 2 mil, the way the odds are skewed on picking the powerplay multiplier makes it look worse with the change. At least with MM, megaplier also applies to the 5+0 prize, and 3x and 5x multipliers are more likely. (A couple of times I have gotten the 3x multiplier with small prizes, for $15 payout instead of $5. ) All in all, I can't think of a single reason to spend $2 (or $3) on powerball instead of choosing MM instead

While I generally discourage out of state lottery purchasing, IL lottery players would be wise to stop playing or buy out of state. Getting hit with some extra tax due to an out of state win beats not getting paid at all and/or playing a corrupt lottery game in which the odds of winning may far worse than advertised. If you buy your tickets in another state. You pay state tax to that state and not your home state. If I buy my winning ticket in WI, I file a Federal Return, two State Returns.

Interesting. I analyzed about a dozen scratch-off games (not in NY but elsewhere) and found that roughly 55%-60% of winners were actually in the last segment of the pack. This was overall....on a game-by-game basis I did find, similar to your friend's observation, that some games were more characterized by early winners. In my experience the front and back of the pack seems to have the highest proportion of winners. I think this is so the lottery can drum up excitement with lots of winners early

They typically aren't published but you can obtain them via open records / Freedom of Information (FOIA) requests. The states all use the same, small pool of ticket vendors and they all have GLEPS. A quick google search brings up this document, this one, this one, and even a patent....all discussing or mentioning GLEPS. The odds are extremely high. That's how lotteries work. Right now the chance of those numbers coming up in PB is 1 in 292,201,338. If they do come out it would probably be about the same payout as for any other combination because there's nothing about a combination like 1,2,3,4,26,49 that makes it unusually common. This whole week has been pure profit for Florida Fantasy 5. Five out of the last seven games no one has won.
