Is this legal?
I'm not sure of the legality of the proposed scratch ticket pool, but in your hypothetical wouldn't the odds be a wash? Let's say the odds for winning the top prize is 1 in 5,000,000. If you buy 100 tickets (a book/pack), the odds for winning the top prize is 1 in 50,000. But, in this hypothetical, you first need to win the pack by selecting the correct square which is 1 in 100, which puts the odds of winning the top prize back at 1 in 5,000,000. Why is the Ohio Classic Lotto so difficult to win?
The odds are very slim that anyone will win a jackpot prize, however, I'd rather win a mm or pb second tier amount. The $1 million second tier in MM has worse odds than this jackpot, and dollar-for-dollar the odds for second tier in PB is only slightly better. Why would you rather win 35 times less cash for worse/similar odds??

Yep! it rolled again. When comparing the OCL to MM or PB based strictly on odds then it's absurd to play anything else. OCL has odds of 14 million to one thereby making the cash payout ($33.5 million) worth almost 2.5 times the odds value. MM would need a jackpot of over $1.2 billion with a cash option of over $650 million to be comparable in terms of odds. Can't speak for anyone else but $33.5 million cash before taxes is more than enough to satisfy any lottery dream I may have.

Pennsylvania Scratch Off Update (ODDS)
I just sat down and recalculated the odds for quite a few of the games as the P.a lottery updated the remaining prizes this morning. To keep this short I'll post the best 3 out of the bunch I did this morning. These numbers are certainly not 100% accurate for obvious reasons but updated odds are sure to be close. The new MM odds are about 1 in 259 million, not 285 million. That there are about 84 million more combinations for MM isn't the useful comparison.
