regular math yes it does guarantee winning the jackpots
The thread was only asking if math and logic could improve the odds but are you suggesting it could guarantee a win?
Such a claim would have to be backed up with an actual win if you're suggesting it could be done playing less than every possible combination.

Can math and logic improve chances of winning a jackpot?
Since we are talking about jackpot style games, the kinds with a top prize of ten million dollars or more, I wouldn't expect to see a top prize won very often but just some evidence that the odds of winning the top prize were greatly improved. Eventually I would expect to see a big win if the right choices were made often enough and with jackpot games winning once might be enough.

state lotteries are poor wagers and that I don't play them.
I don't recall anyone on this thread asking if betting $1 win $9 million or $2 to win $97.1 million is a good wager. And even if someone asks, asking someone like Catlin is like asking someone who doesn't play golf what is best golf ball and clubs or asking a vegetarian the best steak house. By definition any losing bet is a poor wager even if the odds were 100 to 1 in your favor.

Qusetion for all Pick4 players... or anyone.
I really dont play with pairs tic tac toes +123 or any of the normal daily game systems. I only use odds reduction through filtering........ I dont play daily. I may only play twice a month. Yeah, they create a field to make it hard as hell to even win a couple of bucks and laugh at how much money they make off people trying. Okay, no problem. But, just because someone, or, people get very lucky and those odds favor them for a change doesn't constitute a need to retool the game. There's nothing wrong with the game as it's still gonna be extremely hard to win and they'll make a sh*t load of money off of it.
This just spells out sore loser and GREED to me.
