NC lottery bill won't ban welfare recipient sales
A key North Carolina House leader says a bill he's drawing up about the North Carolina state lottery won't include a provision prohibiting ticket sales to people receiving public assistance or who are in bankruptcy.
Speaker Pro Tempore Paul Stam of Apex said Wednesday the provision was the least important part of his proposal. He said got questions from all sides on the lottery issue about the provision. Some critics questioned singling out the poor or how retailers would enforce the law.

Fallacies, and two REAL ways of improving your chances
Look thru Bob's post and my post and tell me where you see that a jackpot is guaranteed . No such claim was made. What was claimed was that you have better odds by playing all the numbers in minimum lines than if you play the same number of lines that are QP's. Because there is no guarantee that if you buy 8 or 9 QP's, that you will be playing all the numbers in that game.
If you can't understand that, well, there is no point in me trying to explain it to you. Maybe Bob can explain it better.

I'll be brutally honest. My logic was not complete. I said I was going to finish the math in another post, but I didn't do that, because it turns out my
math was not correct.
However, this does not mean that BobP's strategy is valid . It is valid , in the sense that it works just as well as any other strategy out there, but it
definitely does not do any better. There is no doubt that it does NOT better the odds. rcbbuckeye, I invite you to look through my reasoning.

Roulette pays $35 to $1 so the house edge on any winning 35 to 1 bet is 5.26% and the house should win 5.26% of all bets. If player bets and loses $100, the house doesn't charge then an extra $5.26 so the edge is only applied when paying off winning bets. If a roulette table has a volume of $1 million, the house should keep $52,600 and the winners should collect $947,400.
Your logic holds for roulette, but not many of the other casino games. The house edge is applied to all bets placed

Even the simple act of buying a full wheel of 7 numbers for a 6/48 game drops the odds to 1 in 1,753,073.14
What makes the difference between these lines and any random set of 8 lines is the 100% guarantee of having all the winning numbers among 6 lines or less, the act of playing all the numbers on a minimun number of lines forces the Pick-6 game into a reduced 6/36 matrix and the Pick-5 game into 5/25.

The bottom line is, If i said that i have a stock for you to invest that yields less than 1% interest, most of the time, would you buy into it?
Heck No!
Try to figure out what games have the least odds and work you're way up. You have to crawl before you walk, is a common term. Any attempt in figuring out/short-cuts, which combo will give you the winning JP combinations must be a daunting task. There are no magic tricks on this level. Pick-3 i get, but when dealing with multiple millions,

I get better odds because I say so. No mathematical facts, no reproducible methods, just raw, unfiltered EGO.
The fact 28 numbers are more than 25 numbers proves a group of 28 numbers can get more than 1 five number match in 39 drawings. And there is nothing profound by saying it's difficult at best to reproduce a 5 + 1 hit when everybody already knows it.
