In her case stealing books of tickets would not cost her anything if she did not get the top prize, she was wrong. On Youtube Mr. Beast purchased 1 million dollars in scratch-off tickets and did not win a top prize. With scratch-offs, we will never know what store or vending machine a top prize lottery ticket is in.

If someone can convince me why I should continue playing their stupid games, I'll reconsider. I hear that for an extra $1 you could win $2 million. I don't see how a vending machine problem is the retailers responsibility. A vending machine is a way for a store o sell tickets and collect the commission without paying an employee. I rarely play draw games. The house edge is ridiculous and the odds of winning are absurd. Usually I play the scratch-off games, and I am particular about which ones. I don't see how a vending machine problem is the retailers responsibility. If there is a mechanical or electrical issue with it which there obviously is, how is the retailer supposed to fix it? I have a Safeway that's a 5 minute walk from where I live. You can use the vending machine or play slips. But that's in Md. There isn't always someone at the customer service counter, so I just go to the liquor store 3 doors down in the shopping center with my play slips. If I don't want to go there, there's 4 more retailers within a mile or two that do play slips.
