Police arrested and jailed a Pennsylvania man on Tuesday after he was caught altering scratch-off lottery tickets to look like winners using scissors and a glue stick.
Craig Marshall Stout, 45, of Jeannette tried cashing in his DIY lottery tickets at a 7-Eleven convenience store on Fosterville Road in Hempfield but failed to get away with it this time.

Will glady share what i researched long ago.
While 99% of legal name changes are public records and done at local/state level. So anyone can find your new name.
Their is state supreme court legal name changes that are sealed. It's basially do it your self witness protection. From what i can tell pretty much ever state only gives such powers to their state supreme court judges of their state [for obvious reasons to prevent legal abuse, etc.]
It's done by an handful of state law

N.C. COVID nurse 'in shock' after $1 million second-chance lottery win
A North Carolina nurse who works in the COVID-19 unit at a long-term care facility just hit a $1 million jackpot.

I was so close...had 318 p3 was 181 the p4 was 9461 I had 1468...one off with both of them!
But had good luck again with the scratch cards at Harris Teeter!

Well I did it again today at Harris Teeter!
Bought 2 of the bad odds cards and won $100 on the 2nd one I bought.
What a surprise that I'm hitting them without buying hardly any at all like yesterday got it
on the 1st one when I cashed in the other one I bought at Wal Mart.
Then won $30 on each of the other ones for $160 for today...was one off on both of the p3 p4.
