Just a few comments.
1) Do you question if the games are really being operated fairly?
When I buy a lottery ticket, I'm choosing to play by their rules and regulations. If I believed the 50 cent on the dollar payoff is grossly unfair, I'd be stupid to buy a ticket. As long as a large number of people are playing these games and the games are showing a profit, my opinion on fairness is irreverent because nobody is holding a gun to my head and forcing me to buy a lottery ticket.

Texas man pleads guilty to fraud in lottery scandal case
A Texas businessman has pleaded guilty to fraud and admitted to helping lottery computer technician Eddie Tipton cash jackpots in a multi-state number-fixing scheme that netted $2 million.
Robert Rhodes pleaded guilty in a Des Moines courtroom Monday. Iowa prosecutors will seek two years of probation.
Rhodes says he helped Tipton try to cash a $16.5 million 2010 Iowa Hot Lotto ticket but suspicious officials never paid.

Lottery Post moves to total encryption
All 2 million+ pages of website now secured by SSL encryption

D.C. Lottery thefts tied to lax security processes

Few filing claims in $4.3 million lottery scam settlement; deadline Jan. 7
Victims of the largest lottery scam in U.S. history are expected to pocket only a small fraction of a $4.3 million settlement because of a lack of applicants laying claim to the money, court records show.
But it's not too late.
