That's what happens now when there's a raffle, only different is all the combinations sold are thrown into the drawing pool so someone wins for sure. If it was treated like a regular lottery then it would be like selling tickets in a raffle in which no one might win. Would you buy a ticket in a raffle in which the winning numbers drawn might not have been sold? I wouldn't.

The Idaho Lottery conducted its 2010 $500,000 Spring Raffle drawing Wednesday evening, awarding one $500,000 cash prize and many smaller prizes. The winning numbers are available Lottery Post's Idaho Lottery Results page (www.lotterypost.com/results/id). In addition to the $500,000 top prize, there will be 250 winners of $500, 1,500 winners of $50, and 3,249 winners of $25. All prizes are lump-sum cash payments. New Raffle
Florida has a new raffle. I didn't think they'd do it after the last fiasco, but this time they're making 250,000 fewer tickets available. Five 1 million dollar prizes, 10 of 100K, etc. Still $20 a ticket.

I bought a ticket when I was in Ohio !........I had bought a raffle ticket for a Kentucky raffle a year or two ago...........(didn't win).......It certainly was more exciting to have one from Ohio.........My ticket number was 362352........(I was more excited getting a 20 dollar raffle ticket than getting a 20 dollar scratch off............)..........beaudad.......
