Those odds are still lower than Texas Lotto.
The odds of winning a million dollars cash for both MM and PB are better than most state lotteries when they first start out. State lotteries usually start out with a million dollars annuity which has a cash value of a lesser amount with odds of 1:14M for a 6/49 game or worst until the jackpot have time to build up. I'm sure states would be happy if players chose their game instead of PB or MM but I doubt if that's going to happen.

The proposed rule is intended to increase the odds of winning any prize while decreasing the odds to win the jackpot, said Robert Williams, executive director of the state Gaming Commission.
It's obvious the majority of PB players are purchasing 1 or 2 tickets hoping to win the jackpot or the secondary prize and I really doubt having slightly better odds of cashing $4 will entice them to purchase more tickets.

New York instant scratch off tickets - new tickets with less odds to win
yup see a scratch off of $500 was sold here with the occasional $2500 win but not more than that in the stores i frequent - NY has gotten really cheap on the $1000+ if u take the time to do the math for the odds
1:3.82 should not be odds for a $25 ticket, I have seen $3 and $5 tickets in other states w better odds

At least for the state of California (most view our state's selection of scratch off tickets as subpar) it is the best odds. I do not look into other states odds as frequent.
Before the other $20 game had odds of 1 in 2.89 of winning any prize (including break even prizes), so this has more winners, however the top prize is set to $1 million rather than the $5 million for other games as a compromise.

Powerball Matrix Change - April 15, 2015
A 6/48 + 1/20 would have odds of 1:245,430,240 for the jackpot which is fine but the second prize would have odds of 1:12,917,381 which are more than twice what the odds are now. What would be more attractive about that?
They probably want the game to better a little harder to win to have more time to roll larger jackpots but still attractive to the present players.

I dabbled in Cash 5 this month and did ok. Spent $15 and won back $10. I just can't get that enthused about that game. The jackpot is so crappy for the odds. What really bugs me is that they're gonna roll out this Triple Chance game with a $100,000 jackpot with a $2 ticket cost and high odds. They could make Cash 5 a $100,000 game, still keep the cost at a buck and keep the odds the same if they tweaked it. But.... all those idiots want to do is roll out game after game and charge $2.

The odds on the 3 if 5 of 15 wheel is 13 chances in 3003 or about 0.43%. Because only one line can match three or more numbers, it's probably a 1 in 2990 chance.
We can get much better odds using a 4 if 4 wheel because by matching 5 numbers there ar more 4 number matches. And it's also better odds because of the obvious, more lines.

Multi-state Lucky for Life game comes to Kentucky
The grass is always greener on the other side of the fence and more preferable lottery games are in other states But I was comparing Lucky for Life with the KY's current $2 Five Card Cash game with odds of 1:2,598,960 for winning $100,000. The odds on another game, Cash Ball are 1:1,268,520 for winning $200,000 on $1 ticket and players can purchase 50 cent tickets.
The overall odds are terrible on all three games, but better than the $5 a ticket Monopoly MC.
