Because the cash values are lower, and posting lower prize amounts might hurt sales. You and I might want to know the cash value, but plenty of people see the MM jackpot being advertised as $367 million and think that's what they'll actually get if they win. It all seems pretty consistent with her opposition to including the warning because it might reduce sales.

That's true, but outside of the movies there aren't a lot of conspiracies that involve lots of people and still stay secret. Something definitely not right with this.
One time in Vegas a Keno writer and her boyfriend had a plan to hit a Keno game for the max, $50,000 at the time.
Here's how they got caught, not only did the try to past post the numbers drawn but they7 had the first 15 numbers drawn...up until the time no one had ever hit 15 numbers, not sure if anybody ever has as of yet.
The Keno manager was called to verify the ticket and had security with him.

Your SS# on the form is for tax purposes. Doctors use it for patient identification. If you turn it in without it, eventually they will find you as you put it, when you file your taxes next year.
