Unfortunately I am near certain he is mistaken. I, and others on here, have had the reps that go to stores confirm that partially sold books are sent in an destroyed. One rep I spoke to use to work at the DO and confirmed this. I've also spoken to a 'higher up' in Tallahassee that confirmed this. The logic seems to be that since the book was opened and handled by someone outside of the lottery's control, that that person could have done something to the book. I think that logic is ridiculous
