They should have lowered the odds with a matrix like 5/52 + 1/35, which is quite high btw, raised the price of the ticket to $2 What's the difference between that and odds of 1 in 181,927,200 at $1 per ticket? If players aren't stupid, they should know that doubling the price of a ticket is the same as doubling the odds, except that it is no longer possible to only play $1 per game.
