First of all, why does it matter if scratch tickets are determined at the time of purchase? Customers do know this. Do people believe the ticket just decides itself if it's going to be a winner or loser? Not likely. Lastly, you say that time is a factor of winning scratch offs. I won't discuss that point specifically, but do you realize that if you buy quick picks (which most people do), the random number generator most likely uses time for determining the numbers? Well, I haven't staked a claim to having the best system of all time . I'm also not a believer in past draws affecting future draws, so I play for fun and the thrill of a win, but I don't pretend to have a formula for selecting the next draw. My pick for the Wisconsin Pick 3 2/16/16: 4 6 7. I have those numbers boxed at $.50 a draw through 2/19/16. Interesting concept of States competing with each other....... Why? No need to. Why compete with each other? If one state were to offer a better payout, would only increase sales for a short period.
