It doesn't matter what RNG creates Quick Picks. No matter what numbers you have no matter how they were created, and by what RNG, they should always have the same probability of winning as any other set of numbers. So putting discussion of the Quick Picks RNG in the same discussion as the drawing RNG is a red herring it is a side-show that distracts from the point. The problem is that, as we saw in the Hot Lotto case, it is possible to rig a computerized drawing and hide the fact you did it.

That's up to you. I did not have much problem after I mentioned public records. I did have to send some personal info about my home address so they could verify that I was indeed a Virginia resident before they would even tell me if I could get these records or not. Once they verified that and several emails back and forth with the public records division of the Va lottery they sent it to me.
