i don't see how a private operator could improve the odds, they need to turn a profit.
now they're saying if it works out,
they could use the model to privatize the liquor business too. (state stores)
which they have been talking about for 30 some years.
they should get out of the liquor biz first, thats not run nearly as well as the lottery.

I finally have some luck with scratch off tickets
The most I ever won on a scratcher was $200 on NY's $10 Win For Life card, and I had bought two from the machine. The second card hit for $25! The way on how i see the predection playing..
Now fantasy 5 as i can see.. Its a bit off.. It doesn't always tend to play the numbers that was posted by Lottolaughs.
Ex: would be winning # starting off with a two digit # rather than a single digit, so if we can predict when the winning comb starts off with single digit # we have a better chance of winning.

Buying More Tickets Does Not Increase Your Odds.
Even with twenty million tickets being sold, you're still not guaranteed a winner for two reasons:
There are 175 million combinations. 20 million doesn't begin to cover every possibility. And there's no way for us to know how many actual combinations were sold. In other words, how many tickets sold are owned by multiple people? The lotteries know, but they ain't tellin'.
