I assume you're talking about Scratchers. As far as Scratchers go, we know it can be done and as RJOh mentioned, it already has been done in Indiana. We know that Lottery Officials, employees or security personnel either know or can find out where winning tickets are going and we just have to trust that they don't use that information to enrich themselves. Can lottery organizations control the location of jackpot winning tickets?
Can they? Anything is possible. Somebody somewhere along the line knows where they are. But are they? I don't believe so. The more people that know where they are, the more potential for abuse and fraud. There have been cases in the past of internal/security people engaging in this activity.
