trouble is....no one can predict what's due , because ethically speaking, nothing is due . if anyone could predict past due into future profit dollars, the lottery would be broke. no one can I don't think he said he could 'predict' what's due. For the 10 Draws/1 Ticket each scenario, just assume you purchase all $1 Tickets in 10 different (5,39) games in 10 different states ON THE SAME DAY! What are the odds for these 10 Tickets? The same as the other 10! Thanks for your efforts to help me understand Doug's logic but the above scenario wasn't in the question. it was a 10/1 or 1/10 in the same game. Lucky Stores?
Any stores that beat the odds against the number of winning tickets likely to be sold by any given store would naturally be considered lucky. That's just a word we use to define that kind of thing. Those stores in Fond Du Lac Wisconsin are called lucky for that reason. They've sold more jackpots then should be expected in that one area. So can you expect to be more likely to win a jackpot by buying tickets in one of those stores? Yes - if you're lucky.

I was wondering this, too. My first guess is that it's because WV's jackpot games are multi-state, and that they don't get a lot of Mega Millions and Powerball and Hot Lotto winners.
