Here's what it says at the end of the story :

Just the phrasing of that statement alone seems to imply that an authorized advance access of the winning number CAN happen!

Lawyer gives up $14 million Iowa lottery ticket claim
What's even more interesting is a report this evening about how the trust had been established AFTER the lottery drawing had taken place, meaning this investment trust was more than likely established for the sole purpose of shielding the lottery proceeds, meaning it wasn't established earlier by someone rich as a general investment trust the lottery win just happened to be something they'd add to an already large pot of cash.

I couldn't remember exactly where it was, but I do remember it was duplicate tickets printed off lottery computer system and printers. They were wating until the time had almost expired to claim the money, just in case the REAL winner showed up with the REAL ticket. But because of that case, now anyone who shows up very late undergoes extra scrutiny.

what we need is an independent audit looking into why governor Bev Perdue borrowed out of the state lottery fund given how this was supposed to be out of bounds for this kind of intervention.

Are pre-draws corrupting your lottery strategy ?
I suspect unsuspecting people who play triples for long periods of time don't cry when it comes out in a pre-test. If they are that unsuspecting they likely don't check the pre-tests since they know pre-tests don't pay.
People do play favorite numbers all the time. I used to play 128. Knew an old guy who put .50 on 303 straight, every day. No particular reason. It was his favorite number. People do that. They play numbers of the road they travel, their area code, social security number, etc.

This is not factual. The annuity is funded when you win, so regardless of how bad Obummer drives up the deficit and Congress can't pass a balanced budget, any lottery winner receiving annuity payments will still get paid. The question though if the US goes broke is will those annuitants really want to continue to live in the US? I know I wouldn't.
