while winning scratch tickets can be found anywhere in a book or roll of tickets. most store owners know that the majority of the winning tickets are either in the front, middle, or end of the book/roll. it doesn't take rocket science for them to keep an eye on who's buying tickets and from which part of the packs have been sold or claimed. Also if the odds say one in three is a winner doesn't mean if you buy six tickets that you'll get 2 winners out of six tickets. this information is misleadin

Promoting more lottery play
Lotteries have different audiences. Scratch tickets. Pick 3/4. Smaller local games and lastly the big jackpots. Pick 3/4 is pretty stable and adding internet sales would be the best way to maximize profits.
For scratch tickets you have to be more creative on the prizes. Local games would be the hardest since most states can't really offer great prizes. The game shouldn't approach the big games in terms of odds though.

As I look at these pick 3 numbers, looking for patterns, sums, roots, skips hits, on-and-on, sometimes the most obvious is staring right at me and blind to the fact, I kept over sighting it, well it jumped right out at me as I was viewing LP's p-3 State's histories, it just sticks out at me like a sore thumb. The possibilities for fraud in RNG games
It would lead me to expect that we have reasonable proof that in Oregon, either the game isn't rigged or the people rigging it are extremely stupid. If you could choose the number that was drawn, would you be stupid enough to choose one that had any obvious significance? I'm guessing that on July 4th the number of people who play 1776 is a lot higher than on any other day of the year, so it certainly wouldn't be in the interest of the state to deliberately draw 1776.

Why Western States Win So Often
I researched this a little bit, and I don't really buy into it.
Someone was discussing 'We just had a winner in this state 2 months ago, so we won't have another winner for a year or two, so I am not playing at all for awhile'. In researching that scenario, I found that in 2004 PA had a winner 4 times, and then, no winners for awhile. Same thing with MN. Just like the numbers themselves, states get hot and cold, and I believe it all balances out in the end based on ticket sale averages.

Oh I've seen the above hapen before on the same day. BUt I don't ever recall teh SAME TWO STATES having the SAME STRAIGHT COMBINATIONS in Pick 3 TWO DAYS IN A ROW before like that !
Boxed is one thing...straight is another...even the same straight in two days in two different states, that happens enough. But the EXACT same states, and the EXACT same straights (and 2 DOUBLES, at that !) on CONSECUTIVE days !
