As far as who wins has nothing to do with location. It's more like who can afford to play and who picks winning numbers or who gets the right quick pick with the right numbers. I see your state only has one pick 3 drawing. And a couple high stakes drawings. Hotlotto and powerball are tough to win. You could buy 100,000 dollars worth of tickets and still not win.
