My personal feeling, I already know I'm not going to give money directly to strangers in need. I would no doubt give money to charities (and even then, it's not going to be much...just enough where I'd enjoy a tax benefit. Probably give a few bucks to my fraternity's education fund, since that's a charity. Do you believe the lottery is 100% honest in everything it does?
Is the lottery honest? Yes. Are some people in the lottery always honest? No.
When people aren't honest that is when you get fiascos such as rigged lottery draws and someone buying out a store where a winning million dollar scratcher ticket is. I'd like to hope those events are extremely rare, but I couldn't say because we just don't know.

Does anyone know why don't we get a receipt for purchasing a lottery ticket(s)?
your ticket is the receipt. it has a bar code and store number and security transaction number on it.
If your talking about a sales receipt when i was in DC i got one once when i spent 18 dollars the clerk gave me a printed receipt from the register he used, however outside of the date and time there was no other information on it about any tickets that i had bought no identifying numbers or codes.

N.C. lottery store owners, employees winning big and often
Some of the same people who sell North Carolina Education Lottery tickets are winning big and winning often and that makes some people suspicious.
Of the lottery retailers winning prizes, some are amassing significant jackpots repeatedly $100,000, $300,000, and $500,000 prizes dozens of times a year.
Is it just dumb luck? Or do these insiders have some kind of inside track? And what is the state doing about it?
