Not just another day at work
Today at work , my co-worker was looking through the scratched tickets as she was dusting up the mess left by a huge crowd of people. She found a $3.00 winner on the table and brought it to the counter for me to cash in. We split what is found in the basket.. I also wrote to the Florida Lottery, but mainly because I've been playing Lotto for a long time. I got a reply, but no explanation of how they are conducted. Matrix change: Powerball to get much harder to win?
Considering the payout is less than half, yes that's pathetic. Consider the following players:
In Canada and Europe if the jackpot is listed as $30M you get a check for that amount. It's value is the same as the listed jackpot prize.
In Megamillions the prize listed as $30M means it's cash prize is $18M and after tax is around $12M. That last number is the actual value the prize has.
In Powerball the prize listed as $30M. It's cash value is 14.7M and after tax is around $10M. Assuming n

Most lottery players never see big payoff
Stocks = a return on your money, an 8% return on a security is 8% of what you invested, the investment still being there!, or you sell and get the original invstment and the 8% back.
Playing $1,000 a year and cashing winning tickets for $100, let's say, does in no way, shape, or form, mean you had a 10% return, it means you blew $900. Big difference.

Actually I'm not, but doing a little planning to protect yourself is required when you have money. Even David Edwards moved to a gated community to get some peace. Not that it did him much good.
In the Infantry, in combat. we'd never set up out in the open. You'd be a target right away. With the lottery winners, it's sort of the same thing. They all take steps to protect their families and such. All designed to make them less of a target.

Should tax payers be paid back after a win
The question implies that the taxpayers would see a cent of this returned money. It should never have been taken to begin with. An involuntary fee, tax, or whatever-new-name-it's-given is not assistance, it's theft. It's theft if I steal your grandchild's new bicycle and give it to some kid down the street who N E E D S it more. Wanting Lots of Stuff
I've never been fond of jewelry, no matter how expensive. I haven't worn earrings once in at least 25 years, and no ring other than a wedding band in my lifetime, so one can be sure I wouldn't be spending a lottery jackpot on flashy jewelry. That's one of those questions that sound simple until you think about it.
Since actually winning the lottery would result in an instant influx of cash, something most of us have never had in such quantity, we'd have to change how we think about living.
Your going to have to think about security for you and yours, access to you and your residence, taxes, etc.

Tennessee Lottery oversight meeting delayed
I wish more of the stores in TN would do this. There are a lot of people who have no idea of what is going on with the lottery because they are not regular players. They just here about some friend of a friend who won such and such amount of money on the lottery and just want to try their luck. The thing is that friend of a friend who had won that money isn't playing the lottery like they used to because they know what has happened with it.
