Letting Someone Else Claim My Powerball Winnings
If indeed it is only $400, (and I just checked the Maine website and believe the $400 is the correct amount) you should be able to claim without filing any forms, thus no reports to gov't. agencies. Go to a lottery retailer and ask if they can cash a $400 ticket. Bet they can.
Don't let the naysayers in this thread get you down. I've seen several threads here that they play Pick 3 on different tickets so the winnings won't go over $600 and they won't have to report and be taxed on the winn

Thank you Madmaxxx for chiming in. I sincerely thought it was a rare occurance to have tickets sliced incorrectly, but it DOES happen. My ten dollar ticket proved it over the weekend. The lady that came to the dispenser machine to undo the half eaten ticket said Sure hope thats a winner because it was stuck in there and sliced up nicely! ...Reality was..it was a 20$ winner from the ten dollar ticket. Have you seen the Commercial where a guy sits down next to a woman on a bus and gives her the same type of spiel?
The guy is dressed like a bum and I believe he shows her a crimpled check from a foreign bank and asks to use her account to cash it. The idea is that if these scams were presented in person, people wouldn't even blink an eye and walk away.

Will the Michigan Lottery shut down tomorrow?
If the Michigan government shuts down because legislators are unable to agree on a new state budget, the Michigan Lottery will suspend operations at the end of the business day on Sunday.

I suspect if such a player existed, there would be an investigation to see if he had friends or family members connected to the drawings or had a way of hacking the terminals after a drawing to produce a winning ticket. No one would believe a system could do that even with thousand of tickets.

POLL 2 of 3: Switching to computerized drawings
As we saw in Pennsylvania a few years ago, ball drawings can be rigged and getting caught was probably the only thing preventing them from trying it again. But this was done to benefit individuals and not the PA lottery.
Getting caught was the best the best thing to happened for ball drawings because it set up additional security procedures and protocols where by the lottery's conducts live mechanical drawings.
Those procedures cant be checked as easily with RNG drawings as i don't know

Computers are not normally TRUE-random, but they can be set up to be truly random. There are a dozen RNG's operating at lotteries now that are TRUE-random machines. They contain a radioactive element and the seed is taken from random decay. That said, the Pseudo-RNG machines out there are still far good enough for a lottery drawing. Lotteries are a double-random process anyway since the player number is random (okay Pseudo-RNG since picked by humans or the RNG in the terminal).
