Lottery scams hard to resist for some
I don't see much difference between these scam artist and the people representing your credit card that call and say they have a free gift for you.
I agree (a little) but I still think you are comparing apples and oranges. I think getting a letter stating you've won a lottery in Canada or Jamaica when you've never been to either country should be a clue. The credit card offers I've gotten are real. Why you Will Never win Mega or Powerball
I agree with you and I've discussed this on LP before. I realize that the Lottery states that the pre-tests are strictly for security purposes, but I don't approve of them. If they keep changing ballsets and weighing/measuring the balls, then pre-tests should not be necessary to keep the game fair and random. I mean, even if a ball pops up 3 draws in a row, it doesn't mean the results should be discarded. I don't think they are tampering with the balls, but I don't like the idea that someo

From what I understand, justxploring is correct. Just because they're not required to report smaller wins to the IRS doesn't mean you don't owe taxes on them. Now, proving you received the money is another matter altogether, but if the IRS can prove it, you're in deep doodoo.
The reason they don't require reporting on smaller amounts than $600 is because the paperwork burden is too much for, say, a radio station who gives away 25 cd's a day or a sweepstakes that gives away 1,000 t-shirts,

What would you do if you had the winning lottery ticket BUT.
Regardless of how you choose to do it, it's always possible to have somebody else's name released to the public if you win a lottery jackpot. The earliest example I'm aware of was the group of machinists who won nearly 300 million (annuity) in '98 who had a lawyer represent them. I've always been curious how much he charged for his services. How much would you want to have your name released for all the crackpots you're worried about to call up with their requests and sob stories?

In the old days, there was no way to track scratch tickets (and retailers were on consignment so they had to pay all the low-tier prizes in each pack) so many states only allowed retailers to cash tickers they sold. You then run into the security issue over having enough cash on hand to pay winners, retailers hanging signs saying they charge for cashing tickets or for checking non-winners .

Lotto tickets lead cops to murder suspect
Lottery tickets left at the scene of a double slaying at a Southwest Side grocery store in 2005 have led Chicago police to the suspected killer, police said today.
