it would have a state lotto with a decent matrix and huge jackpots....
no powerball or mega millions.....
anonymous status for any jackpot winner who requested it.....
have scratch offs with good odds.....
all games would be ball drawn.....
all draws would be televised.....

There are some really great wheels available for Mega Millions and Powerball, if your pool likes to do anything other than Quick Picks.
Foe example, I love to play Mega Millions with the Abbreviated 2 if 5 of 56 Pick 5 wheel. It produces 46 lines, which allows you to have each Mega Ball number in play. (BTW, when you use that wheel, you can just click the Quick Picks button to fill up the spaces randomly, if you wish.)

As I see it, there are 35 numbers and their permutations not worth playing.
As JAP69 has pointed out here in the breakdown, 88.4% of the time, the undesirable numbers won't be hits. Or to put it the other way, the undesirable numbers WILL hit 11.6% of the time which are poor odds.
Just for my personal reference, I will be filtering out that 11.6%.

i've read the last few posts, and i'm not sure what the confusion is
thoth's p.s. in his message is a bit misguided... the 1/75 for 0 white + 1 megaball is actually the probability (albeit rounded up) that you will match the megaball AND EXACTLY NONE of the white balls, IF YOU ONLY PLAYED QUICKPICK... yes, if you play quickpick, you will get the megaball roughly 1/46 of the time, but this includes all scenarios of white balls, including scenarios where you match 1, 2, 3, 4, or all 5 white

How to win more lotto for less money.
A shared prize is better then no prize at all. If the path to winning includes something you've been told never to do, spend the extra dollar unless you are afraid you're only entitled to one big win in your life and don't want to waste it on a shared prize, in which case you better be willing to wait your turn for a long time.

Past Draw Sequencial Ordering
Here's a neat little tidbit I found today...
I was looking at two draw histories - Texas and Oklahoma.
Just playing around, I put each draw in sequencial order and made a list of the numbers above 500 to the right and the numbers below 500 to the left.
I was astonished to find out that both histories weighed extremely heavy toward numbers below 500.
20:1 odds that the draw, put in sequencial order will be below 500. This would be very usefull for box wins, and doing some final filter
