Finally, one's growing!
The game I usually play is a Pick 5 with a jackpot that starts at $100,000 and goes up until hit. It has been over $1,000,000 a couple of times.
I'm in a Mega Millions state so do play it, but not always.

N.C. Lottery Millionaire Raffle sells out
If you haven't gotten a North Carolina Lottery raffle ticket, you're out of luck.
Less than a week before the Fourth of July drawing, the state sold out of its entire stock of Sizzlin' Millionaire Raffle tickets.
Instead of selling paper tickets from a roll, retailers sold 500,000 numbers through the lottery's computer network.

Those "raffle" lottery games
Is it worth spending $20 on one of those raffle lottery games?
With any game of chance the perception will change when the results are known. It's pretty obvious that somebody winning $1000 - $1Million in the last $20 raffle will say it was worth it and some of those people winning nothing will say it was not worth it.

Good question about the length of time pooling and the bigggest win.
Let's take ths guaranteed + $3 for the Powerball a wee bit further.
Let's say there are 10 people in the pool. One ticket has the Powerball number and the guaranteed $3 win comes in. But the pool is splitting the $3, not one person. So the now the guaranteed $3 win is $.30 per person.

Let's see if I can jinx myself here:
1) I'd almost 100% guarantee that 30 won't hit, and I'd bet even more that 4, 9 AND 41 will not hit. One of them, maybe.
2) 22 OR 36, maybe, 5 OR 46 maybe.
3) 23 OR 35.
(but with the way doubles have been hitting, 3) would not totally shock me, and neither would one of the sets in 2), but I don't play those odds).
4) 16-25-41-48 - nope. I might play 41, I won't be playing 25 for sure, and I doubt I play 9 just yet.

Ethics or Not
Obviously the right thing to do would be return the ticket to the owner but not to expect
a reward is ridiculous. I'd almost be in negotiating mode with the owner, but not to that extent
I wouldnt be greedy but whatever we agreed upon would have to be notorized and approved
by legal counsel. We'd have plenty of time to come up with something fair, say 1%. The odds of
finding a winning lottery ticket of that magnitude has to be in the ballpark of winning the
game itself if not
