The ratio depends on the return interest rate of government bonds.
Jade is usually good at doing math calculations, but I've got no idea what insights those recent graphs are supposed to be offering. That run in the first graph that looks normal shows a range of a maximum of 7% more than the low annuity value of 211% of the cash. In the second one with the sudden drop has a range with a maximum of only 3.96% over the lowest annuity value of 219.8%.
What both of them show are the perfect

New Hampshire Lottery launches $30 scratch-off ticket offering record $3 million top prize
Tucker is right. The cash jackpot is the real jackpot. If a winner chooses the annuity the cash amount of the jackpot is simply invested to pay the annuity.
The annuity payout is promoted in advertising jackpots to look better.

Annuity or Cash Value
just look at what happened with publishers clearing house.
Here's a fun fact. Publisher's Clearing House wasn't running a Ponzi scheme, but they were apparently paying for prizes won in the past with the money they were making when a prize payment was due. There was no prize money set aside in a separate fund, let alone with a 3rd party that was responsible for making the payments independently of PCH. If a state defaults on an annuity it's going to be because there was some major financial

Mega Millions and Powerball Race
It only made it past 160 because interest rates are up. The cash value of 72.9 million is only 44.7% of the annuity value. The last time it got past 150 the advertised annuity of 157 had a cash value of an even 72 million.

No winner again: Powerball jackpot hits $1.6 billion in longest-ever rollover run
Estimate was way off.
They missed by even more in than MM missed back in October 2018 when they advertised a $1.6 billion jackpot and only managed 1.537. Depending on the metric you choose PB missed by almost 2 1/2 times as much as MM did. MM advertised an annuity increase of $600 million and missed by 10.5%. Powerball advertised a nominal annuity increase of $250 million and missed by 26%.
Could be an indicator of lotto fatigue.
Jackpot growth has definitely slowed down in general

Scratch off's
I just googledmy state. This is what ai said....., Maryland scratch-off prizes are paid in a lump sum, not an annuity . Annuity payments, which distribute winnings in installments over many years, are an option only for large jackpot prizes from specific drawing games like Powerball, Mega Millions, and Multi-Match.

Are you playing Mega Millions with the $5.00 per play?
Jade, I am a bit uncertain of your recent graph your ratio's which are completely different from the current Annuity vs Cash ratio for the next draw. Recent ratios are hovering around 46.1 - 46.5 % fairly consistently.
$503 Annuity vs 302 Cash = 60.03%
$474 Annuity vs 219.4 Cash = 46.28%
Using $503 Annuity figure at the current 46.28% = $232.78 Cash not $302
Can you explain this for my understanding ?? please and thanks
