I had the same problem a couple weeks ago. I did the cache thing, too, with no results. I have a second VA lottery bookmark that takes me directly to the draw video without having to hit the front page. I clicked on that VA LOTTERY DRAW VIDEO and it went through. Then, after that, I was suddenly able to access the lottery site front page again. Weird!
