It does sound like a raffle but according to the rules documents, the odds of winning each of the PU prizes are identical to their respective base game counterparts. They're not taking any money from the base game.....it is still 50% payout. PU sales fund the PU prizes. What they are doing is lowering jackpot allocation and raising allocation for lower prizes.
