How many tickets do you need to win the Lottery?
The odds are 9999 - 1 regardless how many $1 pick-4 bets are made. It takes 25,889 MM tickets to 10,000 to 1 odds and 17,522 or $35,044 worth of PB tickets. There are several LP members who said they occasionally purchase 20 or more straight pick-3 and pick-4 tickets.

Powerball Matrix Change - April 15, 2015
The odds that the larger state will have a winner are better. The odds for any single player are the same, no matter which state they're in.

Powerball Matrix Change - April 15, 2015
they are not improving the prize value of the lower prizes but merely improving the odds of winning them...without harming the amount of sales or capacity for size available for large jackpots.
There's no free lunch. Anything that improves the lower tier prizes, whether it's better odds or increased prize value, comes from harming the jackpot. Whether it's slower growth or worse odds, the jackpot becomes less valuable as the lower tier prizes become more valuable.
I might tell myself, $

And we're rolling...MM at 85m
Ticket price and jackpot size are the deciding factors. Even though I've matched 5of6 of Ohio Classic Lotto twice for $1500, I chose to play MM even when Ohio's CL cash jackpot prize is over $1M with odds of winning at 1:14M. Odds are irrelevant.

And we're rolling...MM at 85m
If one is only aiming for a million dollars prize, there are games with better odds of winning that amount, even PB has lots better odds of winning $1M even with its $2 price.

Can you pin-point just one digit, good for any position, two times out of three?
The odds of getting one digit right are 1:3.69. That may be as triple, double or single. Getting that digit right once in three is beating the odds but not good enough.

Standing in line ready to purchase a lottery ticket and overhead... .
You don't have to be an academic to explain the obvious. As you said the odds of hitting all five winning numbers in a 5/39 game are 1:575757 and as I said Ohio's RC5(5/39) had 3700 drawings. Over the period of those 3700 drawings the odds of a repeat went from 1:575757 to 3700:575757 or 1:156. After 3700 drawings you can expect 1 in 156 drawings to be a repeat combination.

Powerball 4-8-15
Congrats to your wife. This is truly a difficult undertaking considering the odds for a 4 of 5 in Powerball is about 1 in 19,000. The payout for this should be much more than $100 as well. A 4 of 5 in my state game pays $150 with much better odds of 1 in 5,000.

Are lotteries games of chance or intelligence?
To be honest it would be nice to win a huge jackpot. But lately I aim for the 5+0 in MM, 5+0 odds are astronomical but less than the full JP win odds

Lucky for Life
I will say they do have good prizes and odds for the 3+0 and 2+1 hits paying out $20 and $25 respectively with odds of 1:201 and 1:250 for those hits. If you can get those from time to time at least you'll be able to greatly reduce your overall cash outlay for playing the game.
