Mass. Lottery to introduce $20 scratch game
Touted at first scratch game to award $1B in prizes
After a year of declining sales and a sweepstakes that left the Massachusetts State Lottery with a $12 million loss, the agency plans to release its first-ever $20 instant ticket, which will reward winners with the largest total prize amount ever given out in the country.
Lottery officials tout the game named Billion Dollar Blockbuster as the first instant game in the country to pass the billion-dollar mark in terms of prizes.

Are Lotteries Required to pay out 80% or more ?
When you see a sign that says Our $1 slots pay 97.4% that means that of every $1000 that goes into a $1 slot in that casino, 974 are paid back out. Don't forget, that's over the long haul- that same slot may not pay a jackpot for days and then pay all day long the next day- over the loing run it will prove to be 97.4% or whatever it is set at.
Each state with casinos has their own standard, but yes, they must pay out a certain amount. I think the lowest legal one is somewhere around 80%.

Winning Hot Lotto ticket sold in New Mexico
New Mexico Lottery officials say one of two winning tickets for Saturday's Hot Lotto drawing was sold in New Mexico.
The other ticket was sold in Minnesota. The winners will split a $1.9 million jackpot.
The New Mexico winning ticket is the first Hot Lotto jackpot winner for the state since the game first went on sale there in November, 2006.
The New Mexico Lottery also offers Hot Lotto's better-known sibling, Powerball. Hot Lotto is played in nine other states.
