mirapep Is there a reason you ask? The program already offers base-2 conversions, it's called step-1 and step-2. The base-4 conversion was chosen for several reason none of which were magical or mystical, just plain old whimsical. The other factors that went into selecting base-4 instead of the others should be evident based on the programs design. Base-2 would require making 10 choices to reduce a pick-3 to a single line.
